PENR3L
(PASCAL
European Network of Regions of LifeLong Learning) is
a programme designed to establish a dynamic and growing working
network of expertise centres and forward-looking local and regional
authorities that will work together to accelerate the growth
throughout Europe of learning cities and regions, ready to meet the
challenges of the 21st century. This has been achieved
by:
1. Two lively seminar/workshops – one in East, Central and Northern
Europe (Kaunas)
and the other in Western and Southern Europe (Barcelona)
- for both existing and prospective expertise centres, with some
participation by Chief Executives from cities and regions that
have already have learning region strategies in place. The
workshops discussed the
themes and sub-themes that are crucial to
learning city and region development, and demonstrated
existing tools and learning materials
that are helpful in that development. The aim was also to develop
the PENR3L network infrastructure, methods of cooperation and member
responsibilities
2. A major conference in
Limerick both for presenting the results of
these workshops to a wider audience, and to launch the network to a
larger membership (final programme). This focused on best practice and on practical
synergies between academia and local authorities.
